Michael English
Homelessness in Providence has grown into a humanitarian, economic, and public health crisis.
It is not compassionate — nor sustainable — to look the other way. Under my leadership, Providence will treat homelessness as a public priority, not a side issue.
1. Protecting Lives from New England’s Harsh Weather
No one should face freezing nights on our streets. The brutal winters of Rhode Island put lives at risk every year. My administration will prioritize emergency housing options, including modular shelters, capsule-style sleeping pods, and 24-hour warming centers during extreme weather. Compassion starts with saving lives.
2. Reducing the Strain on Our Health System
Without consistent care, many unhoused individuals end up relying on emergency rooms — a system never designed for long-term support. I will partner with local hospitals, community health centers, and nonprofits to expand preventive and mental health care, mobile clinics, and rehabilitation services that reduce the cycle of crisis and emergency care.
3. Restoring Downtown Vitality and Public Confidence
Homelessness concentrated in public spaces — near libraries, bus terminals, and downtown corridors — discourages visitors, investors, and businesses. We can’t grow Providence if people are afraid to walk our streets. I will lead a Downtown Restoration and Housing Task Force that balances compassion with community cleanliness, safety, and economic revitalization.
4. Addressing Public Health and Sanitation
History teaches us that disease spreads when sanitation breaks down. Providence cannot allow unsafe or unsanitary conditions in shared public areas. My plan calls for public hygiene stations, accessible bathrooms, and shower facilities integrated with outreach programs — ensuring dignity for the homeless and safety for all residents.
5. Compassion and Accountability
Some organizations argue that enforcing order or mandating treatment infringes on personal rights. I disagree. It is not humane to ignore people suffering in plain sight. True compassion means providing pathways to recovery, accountability, and housing — not allowing individuals to languish in crisis.
We will implement structured outreach, case management, and treatment incentives that give people a hand up, not a handout.
A Vision for Providence
Providence must lead with heart and with standards. My administration will make homelessness response a coordinated effort across housing, health, safety, and business development — because when we restore dignity and stability to our most vulnerable residents, we restore hope and order to the entire city.
